It’s my belief that this is the responsibility of the “curator” who “meditates and then concentrates” specific messaging into the minds of his targets. He has many who do this to humanity’s “permeable” minds. They can manipulate the emotions and energy as well by “hardening the waters” of the body … “programming” the water.
